Our Story

WOIA is a playful spin on “warrior,” honoring the spirit Tribal people carry in protecting Mother Earth. While originally formed from the initials of Washington, Oregon, Idaho, and Alaska, WOIA symbolizes our unity, strength, and commitment to environmental protection and Tribal sovereignty.

WOIA is the organization behind the Region 10 Tribal Operations Committee (RTOC) tasked with administering and supporting RTOC activities. We are a 501(c)(3) nonprofit organization governed by a board made up of the elected Tribal representatives who serve on the RTOC.

Our Purpose

~ Applying for and administering U.S. EPA funding to support the operations of the RTOC
~ Hiring staff and contractors necessary to carry out the work of the RTOC in alignment with Board direction, EPA grant requirements, and available resources.

 

We respectfully acknowledge the Indigenous People of Region 10 – Washington, Oregon, Idaho and Alaska – who have lived in sacred relationship with these lands and waters since time immemorial. We honor their enduring connection to these territories and recognize the sovereignty, cultural heritage, and leadership of the 271 Tribes who continue to protect and care for our shared environment.

Services

WOIA provides administrative services and coordination support to the RTOC. In addition, we provided technical assistance, policy advocacy, and capacity-building support to Tribes across Region 10. Rooted in Indigenous values and driven by a commitment to advancing Tribal sovereignty and environmental stewardship, WOIA empowers Tribes to protect and sustain their communities, lands and waters.

    • Elevating Tribal voices in Regional and Federal environmental decisions through consultation, policy review and strategic input.

    • Connecting 271 Tribes across Region 10 and supporting the RTOC to ensure Tribal priorities are heard and shared.
  • Community Engagement
    • Organizing regional meetings, town halls, and forums that center transparency, inclusion and grassroot perspectives.

Community Engagement

WOIA provides meaningful spaces for dialogue and connection by organizing regional gatherings, town halls, and listening sessions that uplift grassroot voices, promote transparency, and ensure inclusive participation. These engagement opportunities foster trust, build relationships and support unified action across Region 10.

Tribal Environmental Leaders Summit (TELS)

TELS brings together Tribal Leaders, environmental professionals and community members from across Region 10. TELS is a space for connection, collaboration, and collective action – honoring the deep knowledge and sovereignty of Indigenous Nations while strengthening our shared commitment to protecting the health of our people, lands, waters and all living beings. The summit features policy updates, technical trainings, peer learning, and intergenerational dialogue, empowering Tribes to shape environmental priorities, share solutions, and lead with strength and vision.

Town Halls

Town halls serve as vital forums where the RTOC and Tribal Representatives come together to share updates, discuss emerging issues, and collaboratively shape environmental priorities. These open, inclusive meetings foster transparent communication, strengthen partnerships, and ensure that Tribal voices guide regional decision-making. WOIA schedules quarterly town halls – once serving Tribes from Washington, Oregon, and Idaho, and another dedicated to Alaska Tribes.

Webinars

WOIA hosts interactive webinars designed to provide Tribes across Region 10 with timely training, technical assistance and policy updates. These virtual sessions offer accessible opportunities for Tribal leaders and environmental professionals to deepen their knowledge, share best practices, and stay informed on key environmental and governance topics.
