The Bonneville Power Administration has been implementing weatherization programs throughout the Pacific Northwest since 1996. The purpose of this funding is to increase energy efficiency of dwellings owned or occupied by Eligible Low-Income Persons/Participants in areas served by BPA Utility Customers. BPA’s Tribal set-aside program is established to leverage the existing infrastructure within each Tribe to reach this residential sector of particularly vulnerable low-income Tribal members.
