Plastics & Climate: EPA Webinar – April 4

Community Air Monitoring Fundamentals: EPA Webinar Series – April 3, 4, 10, 17, 24

Science and Monitoring Funding Opportunity Open for Columbia River Basin – Webinar March 28, 2024

Columbia River Basin Community,

Today the EPA’s Columbia River Basin Restoration Program released a Request for Applications for entities interested in improving the understanding of toxics and their effects on water quality in the Columbia River Basin by increasing the number, type, and scientific rigor of toxics monitoring projects in three program priority areas: 1) characterization and spatiotemporal trend analysis; 2) pathway identification; and/or 3) novel methods and approaches.

Project Length: up to 5 years

The grantee will be responsible for a 25% non-federal cost share/match. Tribal applicants can cost share/match with either non-federal and/or federal funds. Tribal applicants who are selected under this competition can ask EPA to fully waive this match requirement.

Eligible applicants include state governments, Tribal governments, regional water pollution control agencies and entities, local government entities, nongovernmental entities, soil and water conservation districts, public or nonprofit institutions of higher education, as well as hospitals operated by state, Tribal, or local governments or that meet the definition of nonprofit at 2 C.F.R. § 200.1.

The EPA will host an informational webinar for prospective applicants on March 28 from 10:00-11:30 AM Pacific. EPA staff will provide an overview of the RFA and answer frequently asked questions. The webinar will be recorded and made available upon request.

All applicationsmust be received by electronic submission through Grants.gov by 11:59 PM Eastern on May 17, 2024.

Washington State Department of Ecology 6PPD Action Plan Recommendations Meeting April 18, 2024

6PPD Action Plan – Phase 1 Recommendations
Tribal Government Review Period
April 18 – May 17, 2024

The Washington State Department of Ecology and Department of Health are currently developing recommendations to the Legislature that will advance our work on 6PPD in Washington state. We would like to extend an invitation to federally recognized tribes to review these recommendations and provide feedback prior to their finalization and transmittal to the Legislature.

We convened an advisory committee in January 2024 as part of our 6PPD Action Plan recommendation development process. The advisory committee includes representatives from Washington state agencies, Federal agencies, Tribal governments with lands and traditional territories in Washington state, municipalities, and community groups. Representatives from several Tribes are participating in the advisory committee, and we wanted to share additional opportunities for feedback and discussion with Tribes. The advisory committee will complete recommendation development on April 17.

We will send the draft recommendations for review and comment by Tribal governments on April 18 and request any feedback by May 17.

We will also host a 6PPD recommendation review meeting, in partnership with the Northwest Indian Fisheries Commission, on Thursday, April 18 from 10 a.m. – 12 p.m. to support the start of the 30-day review period. We will review each of the recommendations and provide opportunities for questions and discussion. You can join this meeting using the Zoom link below.

Columbia River Basin Restoration Program Working Group Meeting May 22-23

The EPA has set May 22 and 23rd as the next hybrid meeting of the Columbia River Basin Restoration Program Working Group. The in-person meeting will take place in Spokane, WA with discussions and breakout sessions designed around face-to-face interaction. In-person attendance is encouraged!A virtual option will be available as well for the presentation portions of the meeting. We are planning a two-day meeting format with an afternoon session on Wednesday May 22nd and an all-day session on Thursday May 23rd. We have some amazing speakers lined up and may even have a site visit opportunity. Robin Parker sent a save the date Outlook invitation in January and the proposed agenda will be sent in the near future. Arctic Remote Energy Networks Academy (Alaska) – July/August – Apply by April 3

The Arctic Remote Energy Networks Academy (ARENA) works to catalyze power systems integration across small communities in the Circumpolar North. ARENA is now accepting applications for its 2024 cohort. Participants will learn from one another and tour successful, high-penetration renewable systems deployed in remote northern communities. The curriculum is designed for a non-technical audience with a focus on project management, networking, and knowledge sharing.

Discovering ANCSA and Funding Programs for Contaminated Sites: ANTHC Training (Alaska) – April 2-4

The Alaska Native Tribal Health Consortium (ANTHC) is hosting a training in Bethel, AK, with the Association of Village Council Presidents on the Alaska Native Claims Settlement Act (ANCSA), followed by a half-day Resources Roundtable on Brownfields, Formerly Used Defense Sites (FUDS), the Native American Lands Environmental Mitigation Program (NALEMP), and Contaminated ANCSA lands. The training is being offered to build capacity around ANCSA and share information on resources to address contaminated lands in rural Alaska communities.

If your Tribe is interested in having ANTHC visit your community to provide an ANCSA training (whether 1 hour, 1 day, or 2 days) and information on resources for contaminated sites, contact Lisa Griswold at lgriswold@anthc.org.

Air Quality Outreach & Education in Tribal Communities: ITEP Training – May 21-23

This entry-level professional development course hosted by the Institute for Tribal Environmental Professionals (ITEP) is designed to prepare Tribal staff to conduct a variety of education and outreach activities that will help increase awareness about environmental issues and abilities to make informed decisions that protect air quality and human health. Course participants will experience environmental education tools and curricula that can be used in formal or informal educational settings. Participants will receive a Particulate Matter (PM) sensor through a long-term loan for conducting air quality outreach activities. Topics include assessing air quality needs and concerns in the community, developing an effective outreach plan, creating materials for outreach, developing partnerships for outreach, implementing citizen science in Tribal communities, and using air quality sensors to increase awareness of air pollutants. Applicants who have an outreach task in their current work plans will receive preference.

Community Emergency Response Team Training: Alaska Forum – April 18

The Alaska Forum, in partnership with the State of Alaska and EPA, is offering a free Community Emergency Response Team (CERT) Training to Alaskans residing in rural communities. The CERT program educates individuals about disaster preparedness and trains them in basic disaster response skills, such as fire safety, light search and rescue, team organization, and disaster medical operations. This training will take place both online and in-person in Anchorage, AK. The online portion is a cumulative of 12 hours of guided coursework, which can be completed at your own pace before April 4. Qualifying travel costs of up to $1500 will reimbursed upon successful completion of the training.

Treatment as a State for Air Quality: TAMS Course – April 9-11

This advanced professional development course from the Tribal Air Monitoring Support (TAMS) Center will provide detailed information for Tribes who want to a better understanding “Treatment As a State” and how it applies to air quality management under the Clean Air Act. Topics will include the relationship among TAR, TAS, SIP, TIP, FIP; steps in preparing a TAS application; options for TAS including delegation; EPA’s review process; advantages and disadvantages of TAS/delegation; gaining Tribal support; strategic planning for TAS; and resources to assist in developing a TAS application. The course will be held in person in Las Vegas, NV.

Waste Equipment Operation & Maintenance: Zender Training – March 20

This virtual training from Zender Environmental focuses on small landfill equipment such as skid-steer loaders, balers, glass crushers, and other recycling equipment. Learn how to approach equipment maintenance to increase program sustainability, set up a typical work area for routine maintenance, and approach more complicated repairs. Maintenance budgeting and equipment purchase or replacement will also be covered.

Procurement, Subawards, and Participant Support Costs: EPA Grants Webinar – Mar 27

This training will cover EPA’s procurement regulations and requirements. Specific topics include best practices for contracts, consultants, equipment, and supply purchases; review of subawards (grant awards provided by a pass-through entity to a subrecipient); and participant support costs (payments to individuals who participate in grant activities but are not employees of the grant recipient).

Development & Implementation of Tribal Solid Waste Codes & Ordinances: EPA/IHS/ITEP Training – February 12-5, March 6, and April 23-25, 2024

Do you work for a federally recognized Tribe or Alaskan Native Village that has an Integrated Solid Waste Management Plan but lacks enforceable solid waste codes? Consider applying for Development and Implementation of Tribal Solid Waste Codes and Ordinances, a tuition-free training offered by the Institute for Tribal Environmental Professionals (ITEP), Indian Health Service (IHS), and EPA. The course is online February 12-15 and March 6, and in person (location TBD) April 23-25. Applications will be announced in December.
